HJR 53, 58th R.S.
Relating to proposing a constitutional amendment providing that the Legislature shall have the power to provide assistance to and provide for the payment of same to (1) citizens of Texas who are needy aged persons over the age of sixty-five (65) years, (2) needy persons who are at least eighteen (18) years of age and less than sixty-five (65) years of age who are permanently and totally disabled, (3) needy blind persons over the age of twenty-one (21) years, and (4) needy children under the age of sixteen (16) years; authorizing the Legislature to set up residence requirements for eligibility for such assistance; repealing the Constitutional limit on the amount paid out of State funds to individual recipients of Old Age Assistance and Aid to the Permanently and Totally Disabled; removing the overall ceiling and providing that the amounts for such assistance payments shall not exceed the amounts that are matchable out of Federal funds for such purposes; providing for the acceptance of financial aid from the Government of the United States.
