Relating to the establishment and operation of the Texas Commercial Applicator's Pest Control Board and prescribing the powers and duties thereof, including licensing of commercial applicators of pesticides, defoliants, and other agricultural chemicals, licensing of operators of equipment used in such applications, and registering of such equipment; providing for revocation of license; providing for exemptions; providing penalties for violations.
