Relating to amending certain Statutes so as to exempt from taxation all property belonging to any institution of purely public charity organized for the sole and exclusive purpose of promoting the conservation of human life in Texas through the prevention of accidents and by establishing, encouraging and carrying on worthy efforts to accomplish that objective to the extent that such property is reasonably necessary to the accomplishment of such purposes.
