Relating to authorizing and directing the Board of Regents of the State Teachers Colleges to execute and deliver to the State Highway Commission right-of-way easements to four (4) tracts of land in Hays County for the construction and maintenance of U.S. Highway 81 extending along and across certain State property owned by the State of Texas for the use and benefit of Southwest Texas State Teachers College.
