Relating to creating a Conservation and Reclamation District comprising the territory contained within the Cities of Spur, Crosbyton, Ralls and Post, to be known as "White River Municipal Water District" and abolishing White River Water Control and Improvement District, for the purpose of providing a source of water supply for municipal, domestic, industrial, and mining uses and processing and transporting the same.
