Relating to authorizing the optional use of paper ballots for precinct offices, in conjunction with the use of voting machines for other offices, for conducting absentee voting by personal appearance in the clerk's office, and providing procedures for casting, counting, and making returns of absentee ballots at elections where this method is used.
