Relating to prohibiting the holder of a franchise for the supplying of natural gas or electricity to any incorporated city or town from selling, offering to sell or accepting any consideration for the sale or delivery to anyone within said city or town of any appliance, fixture or installation which depends for its usefulness upon the natural gas or electricity which may be furnished under the franchise.
