Relating to amending certain acts to authorize certain former military personnel who meet further specified requirements following their discharge from such service, their husband or wife and children, to be classified as "resident students" with respect to the rates of tuition or registration fees to be charged by the institutions or higher education supported in whole or in part by the public funds appropriated from the State Treasury.
