Relating to establishing a system of checks and balances in selection of officials charged with the investment of, and establishing an efficient investment program based upon uniform standards and investment policies for the Employees Retirement Funds of the Employees Retirement System of Texas, the Retirement Funds of the Teacher Retirement System of Texas, and the State Permanent School Fund, hereinafter called the "Funds".
