Relating to authorizing boards of trustees of independent school districts located in counties having a population of eight hundred thousand (800,000) or more, and having a scholastic enumeration of one hundred thousand (100,000) or more, to make expenditures from local school funds of the district for the purpose of televising and/or broadcasting their meetings.
