Proposing an amendment authorizing the Legislature to provide for the continuity of the Legislative, Executive and Judicial functions of the State Government and of its political subdivisions in the event of an attack or a series of attacks by an enemy of the United States causing, or which may cause, disruption of the State Government and its various political subdivisions.
