Relating to providing for a State Insurance Building; appropriating to the State Building Commission One Million, Seven Hundred and Fifty Thousand Dollars ($1,750,000) from unexpended balances on hand in special funds credited to the State Board of Insurance on October 31, 1957, and revenue received thereafter by the State Board of Insurance during the period ending October 31, 1959, from any sources which are in excess of existing appropriations.
