Relating to amending Statutes pertaining to the issuance or extension of oil and gas leases by the Board for Lease of University Lands, restricting the sale of such leases to persons or corporation who do not import foreign crude oil into the United States and who are not subsidiaries or affiliates of such importing companies; providing for the obtaining of lists of such importing companies by the Board for Lease of University Lands from the Railroad Commission of Texas; prohibiting the approval or filing of an assignment or transfer of an oil and gas lease on University lands to a company importing foreign crude oil into the United States.
