Relating to creating an additional District Court for Lubbock County to be known as the District Court of the 140th Judicial District; providing for the terms and jurisdiction of the Court; providing for the appointment of a Judge of said Court; prescribing his qualifications, powers and duties; providing for his compensation; providing that the 72nd Judicial District of Texas, the 99th Judicial District of Texas and the 140th Judicial District of Texas herein created shall have concurrent jurisdiction with each other; providing for the transfer of cases.
