Relating to amending statutes relative to prohibiting the sale, assignment, lease, transfer, or inheritance of any certificate or permit held, owned or obtained by any motor carrier operating under the provisions of such statute; repealing the fees which heretofore were required to be paid to the Railroad Commission in connection with any application for approval of any lease, sale or transfer or a certificate or permit.
