Relating to amending the Code of Criminal Procedure by providing that the Criminal District Court of Jefferson County, Texas may sit at Port Arthur, Texas for the trying, hearing, and determination of certain non-jury civil cases and matters; repealing all laws or parts of laws in conflict herewith, and expressing the intent of the Legislature in passing said Act.
