Relating to amending certain Statutes so as to provide that venue for the exercise of the right of eminent domain by the State Highway Commission shall be in the county where the land material sought to be condemned, or a part thereof, is located and that all such condemnation proceedings shall be in all things as provided; repealing all laws in conflict; that if any part is hold void, declaring intention to pass valid portions.
