Relating to amending certain articles relating to State Banks which are members of Federal Reserve Bank; eliminating therefrom the words "and a receiver or other agency appointed for the liquidation of its affairs and the payment of its debts", and substituting therefor the following: "and taken over by the Banking Commissioner of Texas for the purpose of liquidation, as provided by law".
