Relating to encouraging and aiding in the conservation of soil fertility in the Counties of Texas, and to maintain the productiveness of agricultural lands for the production of essential foods and commercial crops upon which the public well-being depends; authorizing cooperation between the counties and owners of lands in conserving soil fertility.
