Relating to authorizing and directing the Commissioner of the General Land Office of the State of Texas, to deed, convey, assign and/or transfer all right, title and interest of whatsoever class, kind or character, directly or indirectly belonging to the State of Texas, except the mineral rights herein, in and to certain abutting property known as the Texas City or Government Dike, to the City of Texas City in Galveston County, Texas.
