Relating to authorizing the payment to the head of any department of the State Government, of occupation, gross receipts, franchise, license or other privilege taxes or fees under protest upon the supposed ground of invalidity of the tax or lack of power to collect the same; fixing the time and manner and form for the recovery of such fees and taxes.
