Relating to amending certain statute relating to auditing expenditures of improvement, navigation, drainage, road or irrigation districts so that the provisions of said statute shall hereafter extend to all counties containing a population of one hundred and ten thousand (110,000), or more, as shown by the preceding Federal Census.
