Relating to providing for the certification of questions of law by trial courts to Courts of Civil Appeals and by such Courts to the Supreme Court, and for the appeal by litigants from orders of trial courts overruling or sustaining general or special exceptions involving the constitutionality or validity of laws, orders, rules and regulations of State officers, boards and other commissions.
