Relating to validating the adoption papers that were signed by the adopting parent or parents prior to January 1st, 1923, and making the Acts of adoption prior thereto valid, whether the adoption papers were authenticated or acknowledged as deeds are required to be, or whether same were filed for record prior to the death of the adopting parent or parents.
