Relating to authorizing certain cities in this state to issue bonds, notes or warrants, payable from revenues other than taxation, for construction, maintenance and operation of a toll bridge or toll bridges over and across any stream, inlet or arm of the Gulf of Mexico, or entrance channel to a port in any such city.
