Relating to providing for an Official Court Reporter of the County Court at law No. 2 of Harris County, Texas, fixing the duties and compensation of said Reporter, conferring civil as well as criminal jurisdiction upon said Court, providing for filing and docketing and transferring causes, and fixing effective date.
