Relating to providing for the payment of the salary of the Ex-officio Superintendent of Public Instruction in all counties having not less than six thousand, eight hundred (6,800) and not more than six thousand, nine hundred (6,900) population, according to the last preceding Federal Census, from the County Available School Fund.
