Relating to prohibiting any person from catching, retaining or having in his possession any channel catfish or blue catfish which are less than eleven inches in length or to catch or retain or have in his possession in any one day a total aggregate of more than twenty of such fish taken from any of the waters of the Big Wichita River in Wichita, Archer and Baylor counties; providing penalties.
