SB 361, 44th R.S.
Relating to creating "Sabine-Neches Conservation District," a conservation and reclamation district with the powers to conserve, control and utilize the waters of the Sabine and Neches Rivers and tributaries, including their storm and flood waters, except said district shall have no power of taxation nor right to create any debt payable out of taxation.
