Relating to authorizing any county having title to a plot of ground used for public purposes, the area of which is in excess of the needs of the county for its public purposes, to sell such excess or any part thereof at private sale for any fair consideration and approved by its Commissioners Court to the United States of America under the provisions of its Statutes.
