Relating to the purpose of better conserving the salt water fish and marine resources of the State of Texas by providing certain regulations and restrictions and the use of certain parts of the waters of all artificial and natural passes now or hereafter constructed and maintained by the Game, Fish and Oyster Commission of the State of Texas as fish passes; providing a penalty.
