Relating to appropriating and transferring, for the current fiscal year, to the Special Fund in the Treasury, known as the "Blind Assistance Fund," for the purpose of administering assistance to the blind as authorized by law, the sum of Seventy Thousand Dollars ($70,000) from the Clearance Fund, in addition to the Four Hundred Thousand Dollars ($400,000) authorized to be transferred from such Clearance Fund.
