Relating to making specific appropriation out of the State Highway Fund in the State Treasury, not otherwise appropriated, to pay a judgment obtained by Mrs. J.W. Taylor, a widow, against the State of Texas, under the authority of House Concurrent Resolution No. 39, passed by the Legislature in March, 1937, which authorized her to sue the State of Texas for the recovery of damages resulting from the overflow of her land, arising out of the construction of the highway loop around the City of Waco, McLennan County.
