Relating to authorizing Commissioners Courts in counties having a population of not less than one hundred and forty-five thousand (145,000) nor more than two hundred and fifty thousand (250,000) inhabitants, and in which there is located a Court of Civil Appeals, to provide for, maintain and establish a County Law Library.
