Relating to authorizing the Board of Directors of Texas Technological College to lease not exceeding three (3) acres of land, a part of the campus of said College, to the United States Government, the Army, Navy or other department or agency thereof for the purpose of erecting and maintaining on said land an armory building or other buildings for military instruction.
