Relating to authorizing certain counties to construct, acquire, improve, operate and maintain causeways, bridges, tunnels, or combinations thereof, in, over, through or under the waters of the Gulf of Mexico or any bay or inlet opening thereinto; repealing all laws in conflict herewith to the extent of the conflict; providing a saving clause.
