Relating to making an emergency appropriation to the State Treasurer of Eighteen Hundred ($1,800.00) Dollars out of any moneys in the State Treasury, not otherwise appropriated, for the remainder of the fiscal year ending August 31, 1947, for the purpose of paying express charges on shipments of tax stamps.
