Relating to finding and declaring that the cyclone that occurred at the City of Higgins on the evening of April 10, 1947, is a case of great public calamity in the City of Higgins, the Higgins Independent School District and in the County of Lipscomb. To donate certain State and ad valorem taxes collected in Lipsomb County to Higgens ISD, and the City of Higgens, TX equally for the purpose of reconstruction and improvement of said City and the said ISD.
