Relating to authorizing cities having a population in excess of two hundred thousand (200,000) to transfer to their general fund and use for general or special city purposes such part of the revenues of any city-owned utility system as authorized or permitted in the indenture, deed of trust, or ordinance providing for and securing payment of revenue bonds issued under Articles 1111-1118, Revised Statutes, as amended.
