Relating to amending a previous Act, creating a lien on domestic vessels for wharfage, dockage, etc., by any Navigation District or Port, deep-water or otherwise, within the territorial limits of the State of Texas; preserving the validity of any provisions of this Act not specifically held to be unconstitutional.
