Relating to making it unlawful, except under the provisions of this Act, for any person to take menhaden fish from the tidal waters of this State for the purpose of barter, sale or exchange; prescribing the legislative policy with respect to menhaden fishing; providing for the licensing of menhaden fishermen and vessels engaged in taking menhaden; providing an open season on menhaden fish and regulating the use of seines and nets used in taking menhaden fish; prohibiting the sale, barter or exchange of edible aquatic products taking in such nets; providing a penalty.
