Relating to providing Workmen's Compensation Insurance for certain employees of the institutions and agencies under the direction or government of the Board of Regents of The University of Texas; authorizing the said Board of Regents to require other employees to acquire protection under a group insurance plan; authorizing the said institutions and agencies to be self-insuring; prescribing penalty for failure.
