Relating to amending certain statutes so as to authorize guardians of the estates of minors, persons of unsound mind, and other persons, appointed under the laws of this State, to make, enter into, and execute leases for the exploration, development, and production of oil, gas, and other minerals, or any one or more of them on, in, and under lands belonging to the estates of their wards.
