Relating to authorizing and empowering the Board of Regents of the University of Texas to levy a student fee which in their discretion may seem necessary for the purpose of operating, maintaining, and improving the Texas Union Building at the University of Texas, placing the control and accounting of fees in the Board of Directors of the Texas Union Building and the Board of Regents.
