Relating to encouraging discipline in county jails; authorizing a system of reward for good jailee conduct; providing for the commutation of time for good conduct, industry and obedience, and authorizing the sheriff to make such commutation; authorizing a deduction from the term or terms of sentences if no charge of misconduct has been sustained against an inmate, not to exceed one third the time of the original sentence.
