Relating to establishing a Port Area in the Harris County Houston Shipping Channel Navigation District; describing the boundaries of such area; defining the powers of railroads to exercise the right of eminent domain in such Port Area; requiring railroads to obtain a permit from such Board of Navigation and Canal Commissioners to construct all tracks in such area not coming under the jurisdiction of the Interstate Commerce Commission; and providing a penalty for violation thereof.
