Relating to authorizing the State Board of Education to contract for the rebinding and rehabilitation of free textbooks used in the free public school system of Texas; prescribing the procedure for calling of bids and the awarding of contracts on all such books or designated classifications of same; providing for a bidder's bond; providing for a performance bond by each successful bidder; requiring approval of such contracts.
