Relating to regulating the taking and possession of shrimp from and on inland lakes, bays, inland salt or tide water and passes and within one mile of such passes; regulating sale and possession of shrimp and providing for a bait dealer license and defining "bait dealer"; requiring and providing for bait trawl licenses under certain circumstances; providing penalties and automatic forfeiture of fishing privileges and licenses upon first, second and third convictions.
