Relating to declaring any vehicle or structure parked or placed wholly or partly within any highway under the jurisdiction of the Texas Highway Commission for the purpose of selling the name or of selling therefrom or therein, any article or thing, to be a nuisance and authorizing the Texas Highway Department to immediately remove such vehicle or structure from within such highway; fixing the penalty for such violation.
