Relating to amending certain Statutes by granting to cities the exclusive control of the drilling of water wells, of the operation thereof and of the production of water therefrom within the corporate limits and within one mile of the corporate limits for the purpose of preventing waste of the underground waters underlying said corporate limits and within one mile outside of such corporate limits and to protect the public health.
